About

Dr. Kelly Yu Shi is an associate professor and PhD program coordinator of the Department of Public Administration at UNT. She earned a Ph.D. in Public Administration from the University of Illinois at Chicago (UIC). Dr. Shi has extensive research and teaching experience in municipal fiscal policy analysis, fiscal federalism, public organization theory and management, quantitative research methods, nonprofit finance and accounting, and public budgeting. Dr. Shi’s research on municipal bond market and public and private partnership has been funded by the Lincoln Institute of Land Policy. She also serves as the associate editor of International Journal of Public Administration. Dr. Kelly Shi was the recipient of the 2024 Julia A. Henderson International Award from the American Society of Public Administration.
